Referring to my cypher telegram of the 29th.
September, I have the nonour to forward a copy of an affidavit made by Mr. W. A. Han.ibal witn regard to certain goods now lying in Hongkong which he desires to ship for Europe.
2.
Being satisfied of Mr. Hannibal's bona fides
in this matter I have authorised the Nippon Yusen Kaisha to carry
these goods, and I informed you by telegram paraphrase of which is

enclosed. I have since ascertained that the 250 cases of Cassia
have been shipped by the S. S. "Miyasaki Maru" leaving today, but
the 103 bales of comes were shut out and will go by the next ship
a fortnight hence.

The same vessel carries a shipment of 130
bores of Aniseed and Cassia Oil for Marseilles purchased in Hong- -kong by Mr. Hannibal, which the Conference had also refused to carry until receipt of my authorisation.

Mr. Hannibal is placed in this awkword position. He has a contract with Mr. Huygen to buy Chinese pro- -duce for him for export. Mr. Huygen has 20 years experience at Canton of this particular business. Mr. Hannibal has given lir. Huygen 3 months' notice as from 1st. October, 1915, of the termina -tion of the contract, and he is now training an Englishman to take over his Hongkong Office while he himself replaces Lir. Huygen at Canton at the beginning of the New Year. It is unfortunately
